Is This Dog Driving?

A driver in Slovakia has been fined after a speed camera captured footage of what appears to be a dog behind the wheel of a vehicle, driving the car. The motorist insists that the dog had simply jumped onto his lap while he was operating the car in question. It doesn’t look like there is a person in the photo with the dog so at the end of the day, the driver was fined.
